Why are VR game sales so low... how do devs keep making them?

I love VR and find it super exciting, but I have to ask something that’s been bugging me. I notice that many VR titles barely hit a few thousand players, yet they’re still considered a success. If this were a flat-screen game, it would probably be seen as a flop. How do developers keep making these games for such a small audience when sales are low and development costs are high? I’m just curious and not trying to be negative… any thoughts?
