My intention is to use augmented reality to make a birthday message appear once a barcode or AR code is scanned. Is there a software or app that can help me accomplish this?

You can try ZapWorks Studio because:

It appears that ArtiVive offers a low-code level that is free and employs an image anchor instead of a barcode or QR code. A 3D model can also be seen in augmented reality by using the HTML tag. That would be free, but until the viewer taps for augmented reality, it shows in pancake mode. I believe the viewer still needs to wave the phone around to locate the floor, even though there might be a method to go straight to augmented reality.
